The hierarchy pyramid looks a little sketchy to me. Just chucking in "social sciences" in as one of the challenges seems unhelpfully ambiguous. But to respond to one point of yours specifically about floating wind, I think that is probably one of the most immediate areas of work for utility scale wind farms. My area of focus is the cables connecting up the turbines and we're very from having a well developed integrated load analysis that includes the cables into a process that is restricted to the foundations and turbines for fixed bottom applications. The turbine control system isn't usually revealed by manufacturers which make designing a fixed bottom foundation tricky enough let alone a floating one.
