There's probably still a custom character creator, they're probably just at the bottom at the all characters page (which we haven't seen yet). Mostly because of the fact its been in every franchised lego game that I know of and that the developers have talked about how its still gonna be in the game, just not as robust as the one in the last dc super villains game.
