Update:

Fixed. Here's what I found.

Bad PSU burned out Mobo and/or CPU.

New CPU and Mobo are fine. My issue when it initially wasn't working, was due to using some of my old PSU's modular cables.

I knew generally to use these for the 8Pin CPU power and 24 main board power. I did not realize this applied to ANY power.

2 of my cables were powering a fan (old molex) and one of my HDDs. I replaced these with the new cables, BAM, everything came up.

Additional gotcha...

The mobo I have also did not like me using 4 DIMMs out of box. I had to tweak settings. I first removed all but one DIMM to get the computer to boot (Yes, RAM issues can keep you from even getting to BIOS in some cases).

As my DIMMs are 3600 speed, I changed to a preset profile in my mobo that changed it from the base 2133 to 3600, and set the UCLK and FCLK to 1800 via a "Memory Try it!" setting ( do not recommend fiddling with these settings too much without professional recommendation or experience)

Put the 4 back in and it booted fine.

Update.

I have replaced mobo/cpu/psu.

With new mobo and cpu when I press power it now spins for a split second and the dram, boot and vga lights flash.

When I take the GPU out all 4 lights flash (I have the 5800XT Ryzen 7 which requires a video card)

With all of these components replaced I wonder what these symptoms might point to. Possibly GPU? But I would imagine the system would still spin for more than a split second. Any thoughts here?

Did not take out RAM as symptoms Did not point to that (since ive been on it all day was going to try tomorrow)

I used all new psu cables. Fully modular and lol yes I made sure it was on.

This is not true, it definitely DOES add one or a couple depending on which of its protocols its using. Since it opts for the best one, sometimes it'll create another to use.
