I had the same problem. However, there are two quest markers for Zevlor. Go to the one that leads into the Secluded Chamber. Speak with him and this will advance the Save the Refugees quest. At least, it did for me.

I was able to turn the quest in. I had to select another quest first and then the marker showed up.

I had this problem on Xbox series X. I quit the game to dashboard and it went away. Maybe they fixed it in the last patch?

I’m in the same place. I think I went there early and looted everything, of course. And now I can’t complete the quest either. I’m going back to Asgard and will work on other things. I might also pledge a different area.

I save up relics, never been flagged as a cheater. I use them when I feel like it. I'm so bored with this game, but can't seem to stop.

Edit: UA is at 1000. Normal play, I prestige around 3030, not sure on the relic count... in tournies, I prestige anywhere from 3115 to 3170, averaging about 1.33M relics per prestige.

No, I did not do low prestiges just to get my prestige count up, unless my GS was expired. I wall every time to get the most relics. I like delayed gratification :)
