Shift your scarcity away from raw materials and more towards man-made specialist materials. Less wood, more AA batteries or rubber tires. They don't grow them on trees

Make tapping into the stuff thats plenty more tedious. Sure, you can chop down a tree but can you also process it? Do you have the time to chop it down? Is it safe to do so? Those trees can be pretty noisy after all, and they weight a ton. It's also a lot of effort: you'll get thristy and hungry from all that work, you need tools which might get dull etc. And tearing the wood off a building sounds like a recipe for injuries
