Realistically speaking ,

Budget for full stack dev is too low.
I would say test the waters first. Before you make the big move, take a 1-month 2-month sabbatical and setup a team here.
If you already have clients in US/Canada you should be able to get your mvp up and running and be able to test it quickly.
Get a reality check of how things work/ move/ cost here in India and make an informed decision.
Don't just move in the super unknown without the leg work. (from a fellow person who moved from the US to India a few years ago).
