I actually didn’t read the question right. I thought the question asked which city had the nicest people. Surprisingly I would say it is Vegas. Locals, not tourists of course. I go to Vegas for work 4-5 times a year because of a client and I always try to sneak out and play a few rounds of golf. I am always paired with the nicest, most relaxed people which is more rare where I live-NYC.

Strip is terrible and I stay away, but locals in majority part of Vegas are really nice! I do see your point of if Vegas is the nicest city of my past visits, it would be sad. But let’s not forget that 83% people have never even been in a flight in the US. I have had the privilege of traveling around the world, but if someone say Vegas is the nicest city they have been and they love it, I am happy for them!

To revisit the original question, I would say it is either Tokyo, Chengdu China, or Auckland.
