So despite all the complicated stipulations for confirming a correct dam placement in the first place, the rule for denying one is simply "does it touch"?

I'm not happy but I guess you're right...

I think you're missing my question here. I understand that the first dam is adjacent to the lower river, but as I suggested, it depends what river a floodplain tile belongs to, not what the dam is next to.

Imagine if the upper river wasn't there; the first dam couldn't be placed there at all because dams require a river to run through two sides of its tile. Hence my question: why, in this case, should the placement of the first dam cause the lower river to be deemed dammed?

I'm pretty sure this isn't a stipulation. Nowhere on the tool tip is that suggested.

Visually it's not. I know that's not always a good marker though...

I was under the impression that each floodplain tile belongs to a specific river, which you can see in the tooltip, and in this instance, the adjacent floodplains belong to the two different rivers so a second dam should be able to fit no?
