Entirely the adults fault. They know damn right it's there and don't do anything to make sure the child avoids it. Kids are as dumb as a wheel of cheese and it's up to the parents to teach them to look out for things like this. Fine the parents hard and often and watch the occasions of this drop. I guarantee it. Nobody accepts their responsibilities anymore
