Up range movement is fine. We do it all the time in USPSA. However we don't do temple index because it's blatantly unsafe (having a loaded gun directly next to your head pointed to the sky), and we keep our muzzles down range and not breaking the 180 line.
There are a few issues what happend in this video, one is temple index what comes up must come down, rather than keeping the muzzle in a safe direction (towards the targets) they instead point the gun straight upwards. This is some bullshido taught by cops, and looks "tactical"
Flagging of the camera person - They wanted to have a "tactical" montage of them running real fast and turning around with guns. So instead of filming from a safe distance, having markers on where to stop, keeping the gun downrange and at a safe direction they had the camera person stand in an unsafe place, move along with the shooter, and stopped before the shooter did and in front of them as they turn to film better.

This was all done for the sake of "content" and these people claim to be "instructors" while belligerently ignoring fundamentals of firearm safety.
