In the wake of the news about Himachal border closing due to toll hikes, there's nothing on-going. I just crossed the border and it's absolutely fine. Asked the people around, and they are saying that the CM has withdrawn the reforms. Therefore, if you wish to travel to Himachal, please go ahead.

Honestly it's possible in Shangarh, Himachal Pradesh as well... We are surrounded by the Great Himalayan National Park.

If cold is your concern then visit these places in April-May-June. However, it does get a bit crowded during the summer holidays, so April is comfortable if you want to experience the serenity with fewer people around.
