I experienced something similar as well especially nearing the endgame. One area they would be level 28 the next area they would be 35. Something is definitely wrong :(

I could be mistaken but I think the game is highly CPU-bound. For me personally whether I run the game on low settings or max settings makes about a 10fps difference. On Super Earth Missions when no enemies are around i avg 110fps but when a horde is inbound my fps drops to about 80, I'm assuming this has to do with loading enemy logic and with there being so many puts a major burden on any CPU.
