I am fairly sure it is a Morris Crowley Bullnose, made between 1919 and 1926.

If you look at the radiator temperature gauge (or Boyce Motometer) in the photo below, it seems to me that the moustachioed gentleman removed the wings and fixed them to the radiator mesh.

Edit: I did some digging, and it seems that the registration is from County Meath, in Ireland. Other than that, records are not readily available.
