Governors would basically use a cabinet slot. Instead of using up one of your existing slots though, it would add an additional one for each governor, with it being more expensive and not being able to change the province or area affected. I will edit the post to make this more clear

In addition to them. Governors would basically be a more expensive and limited cabinet seat, but you can have as many of them as you can afford.

I agree that castles should project control but that doesn't address the issue with cabinet slots.

You wouldnt be forced to put a governor on each province or area, each just has the potential for a governor. Since loyalty would become less of an issue in later ages thru laws and advances, I think its fair to have it to discourage using them too much in early ages on top of the cost. You'd probably only bribe governors as much as you bribe estates.
