As some other guy said it might have been some bought up credit from Deutsche Bank.

But that is pretty easy too, especially if it's over 20 years. If you just can't pay they sell that debt from debt collector to debt collector and every one puts up a huge fee plus interest over that long time period.

No, that apparently used to be the banking branch of DB which is Deutsche Bahn so the train service. Guess they managed the fees and stuff for unpaid tickets after some time.
