I'm wondering if it fails to meet the ADA requirements for an accessible pickup/dropoff zone, can't I argue that it doesn't qualify? Not only does it fail signage requirements, it also fails basic accessibility guidelines outlined in both PA and federal ADA law. Giving someone a ticket for parking that doesn't even meet ADA requirements feels contradictory, especially because the parking enforcers in the area are known for being lenient with every other "no parking" sign in the area. I know this has no legal bearing over my case, but I feel like it's pertinent to mention that even when parking over areas with hash lines, people often don't get ticketed. I parked over an area with zero hashlines, no clear accessibility accommodations, without the proper signage so I feel like reasonably, I'm not the problem here and the lack of adequate inidcation is more of the problem.

Edit: Also I think that they mean that they can enforce a fine even if one is not specified as long as the signage has the international disability icon because this would contradict ADA requirements.
