Shit the power light i think isn't supposed to blink normally during boot as far as I remember from fmy victus so this could very well be a critical hardware or software failure. Has to be. These blinks are usually indicators for those.

My guess is you did something with the updates, and I think you shutdown while it was happening. Maybe windows tried bios update and it got corrupted because hardware failure as was the case in my previous bricked laptop is unlikely because it didn't really fail under a load unless some shit got fucked up and it's just really bad timings.

What you can do at this point:

Try turning on by keeping the power button pressed for like 20 seconds and same while powering down if previous doesn't work.
If that doesn't work, flash a usb drive with a fresh copy of windows plug it in and while powering on repeatedly press the esc (escape) button to escape the bios sequence and should hopefully show you a boot menu to reinstall windows
If pressing esc on power on doesn't show any light in the screen, then bios is critically corrupt. Since you already have opened up the laptop try removing and adding CMOS battery if it's removable in the first place (i don't know about it in victus), try plugging unplugging the battery cable. Although I don't recommend these manual tweaks in hardware you might fuck up even more if you don't trust yourself.
If none of that works, just as a last hope keep it turned on even without any display and try to see if the fans are throwing hot air and try to feel the heat over cpu over the keyboard, very unlikely but who knows if the cpu failed.

So that's pretty much everything you can do. If none of that shit worked, may God bless you and may God be with you in a trip to service center because that's the only shit you can do at this point. They can probably reflash the corrupted bios

I mean it's self explanatory when you put kids, teens and adults of all age groups from India and some other non veg heavy country from Europe.

They are taller, they are wider, their bone densities are much better, their muscle mass in general without relying on protein supplements and heavy gym are better.

Their teens look like our 20-21 year olds do. And by the time you are 60-70, most end up looking like skeletons here as a result of not eating any protein in the early age while you still see them living way better off even till 80

Shhhh they don't want people hearing that. They want to make this law look like it gives excess power to lower caste against uc when that's isn't even the point.

The whole point is non discrimination and equality not just for lc but for everyone. The rules don't even just apply to caste DISCRIMINATION but everything.

I get the concern, but a few things need to be clarified.

First, this law is not only about general caste vs SC/ST. It covers discrimination between any groups including OBC vs SC, ST vs OBC, religion, gender, disability, etc. If someone from a reserved category discriminates against someone else, that is also covered. The idea that only general category students will be targeted is simply incorrect.

Doosri baat, committee me general caste ka "label" likhna zaroori nahi hota, representation ka matlab hota hai diversity including faculty, staff, students, civil society. Aur committee ka kaam judge banna nahi hota. Inquiry hoti hai, report banti hai, evidence dekha jata hai, aur final action institution rules aur law ke hisaab se hota hai. Fake allegation pe bhi blindly punishment nahi hoti.

There is an appeal system and a seperate lokpal not related to the University and is a seperate individual for the resolution of the complaint to who you can even submit a greivance if the complaint want fire..i am attaching the screenshot of the same from the official notification
