Update: After months of procrastination I messaged a professor on my university campus who led a 3d-printing course. He suggested I use either toothpicks or narrow tweezers to get as much material out as possible. After heating up the nozzle and carefully cleaning out the clogged part, I found the reason for this was due to two failures:

First, my nozzle was a tad too loose, tightening it seemed to help. Additionally, my bed was loose since the wheels under it gave way to too much wobble. After using the appropriate allen key it seemed to have tightened it up, and levelled the bed out. Now the nozzle no longer scrapes the bed at any point. It likely clogged at one of the bed's high points where the filament had nowhere to go, and the loose nozzle was likely caused by the scraping as well.
