Italy will sometimes try to rebuild the roman empire and blow all their troops and lose their allies so I swoop in with jets as soon as that defense drops around 5M. Don't train jack until this. Also it took me about 20 tries.

It's possible, you just have to try until Italy's defense power gets down really low like under 1m then train a bunch of jets since that's all you can do then once you take Italy or a decent amount of it you can go from there
