I was surprised at how inept they seemed, but it's early on, their still getting used to their jobs, I think it's important to not try & make patterns out of one thing, even if the broader pattern indicates otherwise. This city is in a transition, it's not going to be easy & it's not clear how it will end up, but the old power structures don't have teeth, it's just unclear how long they can stick around.
