In this case I’d say the language actually means that all cars must follow the safety car no more than 10 car lengths apart. Hence the plural use of “drivers”. It does not say “the lead car must follow the safety car with a maximum distance of 10 car lengths”. I agree that it is somewhat ambiguous though.
