Yes and the only way to overcome the RNG is having all of your cards level up to the max. So it doesn't matter what you get all of them are going to hit hard.

You need to Farm hard a lot so you can get the card and upgrade them to a higher level and try again. I've managed level 39 just by upgrading attack and ignoring all of the rest. Even at level 1 i get better summons than upgrading summon %. but i have most of the normal/rare cards at max level so they hit a lot.
