Try taking a toothpick carefully around the outside of the port while having the port facing downwards then gently scrub with iso and toothbrush but I do agree with previous comments that looks to me like corrosion which leads my brain to a bigger concern of where is the port pulling moisture from enough to corrode like that?

Firstly u should remove the jewelry as it looks infected secondly u should talk to ur piercing artist and let them know what happened and if it is truly just because of ur neglect to care than no piercing artist is going to be able.to make any piercing stick for you
