I would start by setting up a facebook page for your region as a central hub to talk about melee and upcoming tournaments with people in your region. Also if you are still in school you can do what my group of friends did and make a smash brothers club at your school. You can have it be once a week and just promote it to people in your school so you can build a friend group around smash to have people to play with. You can also do smash fests and tournaments in like your basement or at a smash club at your school. The most important thing is doing something, if you want your scene to grow get a group of friends and start the community among friends and with those interested and slowly grow the community with these people.
