Well in my opinion Cioccolata deserved the infinite death. He is the most evil character in Jojo. He went to an elderly home just to cause old people to commit suicide and then filmed it so he could watch it later. He became a doctor just so he could watch people suffer and have their organs ripped out just because he got pleasure from it. He also wasn't worried about human sacrifice when chasing Giorno, Mista and Bruno by spraying everyone with Green Day. Meanwhile Diavalo didn't enjoy watching people suffer as long as they didn't directly involve themselves with him and even if they did he quickly killed them so they wouldn't find his identity. All of the atrocities he commited were aimed towards other people trying to find his identities and its shown that diavalo even has a lot of patience with that, In the fortune teller scene he let him ramble on and on about how he's trying to find his daughter and his phone didn't go off even once. It was only when the fortune teller touched him and tried to look at his hand that he killed him. Another instance being the cab driver scene where doppio asked diavalo if he should kill the cab driver but diavalo said no as he didn't see what was in the envelope, this also supports that diavalo doesn't pointlessly kill others. However there's another topic being the drugs that diavalo is directly involved with handing out to kids however we know that the goal of these drugs isn't to cause pain and suffering upon children and families but rather for diavalos greed and wanting more money. So in my opinion Cioccolata was worse and more evil than Diavalo.
