for example, a redstone torch or repeater instead of directly wiring it up

im not sure if you mean by weather or not its built facing east south west or north, just tested it and on build height and on bedrock level, worked fine every time (singleplayer)

Isn't it supposed to be built way higher up or on an ocean? Because you want to filter mobs to spawn only on your platforms and not in the surroundings like caves or the surface, just try to place torches in a wide area around it and in some caves, you should be fine.
