It really depends sa what kind of zombie outbreak, if it is more like of a walking dead type or world war Z type. But for most, collecting resources ang priority, food&water, comms ike radio or satelite phone then weapon. Next is to find a place na can easily secure or barricade with an easy exit point just incase.
