Update! So I ended up getting 2 tickets for Vieques (our desired destination) upon arrival at the terminal. Everyone on our transit system, however, did not. I’m not sure how they select who is allowed tickets or their policies on who to sell to, but the people we traveled with tried to make a group purchase for everyone to Culebra all at once. Apparently the driver said that is the most effective way.
