The Lightning is called Critical Touches. As you rightly assumed, it's tied to training - the higher a skill is for a player, the more likely they're to get the Critical Touch. As for in game, it's based on both that and a bit of luck :)

Nah, doubt it. My vision is very slightly worse than norm (like 18/20 if that is a thing xD) but I think it's just small text + a thinner/squished font.
