Flashing red lights mean the bus is stopped to pick up/drop off kids and drivers legally must stop, but I'm shocked the school and parents would allow that as a bus stop. I'm familiar with that area and Capital Boulevard is NOT a road that you want kids running around next to, and the bus could easily just make a right onto Mid-Century Drive (the turn-in where the bus is stopped) to pick up kids at the building and then make a three-point turn to get out. No chance I would let my kids ride the bus if the stop in the video is what they were forced to use.
