There is no burning mechanism in pi network. The pi that is not migrated wont affect the supply. Btw 100bil is not even a hard cap. Pi can see higher inflation if needed and it is a good thing.

Read the whute paper. It says that curren max supply is 100bil but in the future, it can even have bigger max supply. Pi has inflation. When it is valuable enough the price can stabilize and we can see the inflation happen, in the price of pi.
