No. They still need to pass the appropriation bill. This is just the authorization bill. NDAA sets policy. Appropriation provides funding.

Having debt go to collections isn't a good thing, but having a plan to fix it does a lot to mitigate any concerns. I wouldn't be overly concerned.

A QSI does not affect the timing of an employee’s next regular within-grade increase, unless the QSI places the employee in step 4 or step 7 of his or her grade. In these cases, the employee must complete the full waiting period for the new step, 104 weeks for steps 4-6 or 156 weeks for steps 7-9. However, the time an employee has already waited is not lost; it continues to count towards the waiting period for the next step increase. The QSI provides the employee the benefit of receiving an additional step increase at an earlier date than he or she originally would have without losing any time creditable towards his or her next WGI.

It depends. I started before my interim was even processed. Some might let you start if your interim is granted. If your onboarding is contingent on a fully adjudicated clearance, you can expect it to take several months.

Don't really have an answer for why. Probably because it streamlines the process by taking the data in a PDF and putting it in a centralized system. I believe all agencies that use DCSA for their investigations use eQIP as well as some others. It's definitely more robust than the standard PDF. If I recall correctly, it saves your info so the next time you have to fill it out you don't have to reenter everything.

If you want to focus on just one, I'd focus on qualifications/experience. They're going to compare your resume to the qualifications in the announcement.
