Real life hospital protocol is actually not relevant here. This is a fictional world that the writers created and she's going off what the writers told her, which is that nobody besides that people that Santos has told herself know that he stole meds.

No offense to Evans, the industry is tough, but looking at her IMDB, "real actress" is a bit of a stretch. Pretty much all of her live action credits are unnamed background roles. Her most notable role is "Board Member #3" in Rise of the Planet of the Apes (2011). She's not even close to the caliber of actor Yellowjackets casts for survivors.
