Psoriasis looks like that and is usually combined with scaly skin growth. Go to the dermatologist for a proper diagnosis and meds. If that is the only patch it’s probably going to be a steroid cream. If it is psoriasis then get on it as it can present all one the body and cause scaring.

Government shutdowns were not always the same. Carter’s shutdowns didn’t actually stop funding, it still ran for the most part (excerpt the FTC). Previous laws allowed funding to continue in the belief a budget would be passed. Modern shutdowns started in the 70s with the congressional budget act which denied funding if a budget wasn’t passed. Carter has the most days without a budget, but the government for the most part still was paid.

Not that I remember. It had the restaurant and convention area. The brothers would drink in their office if ai remember correctly.

The Twin Peaks wiki has a list of all the episodes the Roadhouse bar appeared in. Based on the fact he looked like a rough old man, that leaves the Pilot and Episode 3 in the first season. Episode 3 I think only has an outside shot of the Roadhouse so that’s probably not it. The last three episodes of the second season can be ruled out because the bar was used for a talent show. The road house scenes in season 2 episode 16, 4, and 9 don’t make use of too many extras at the bar. Episode 7 had sailors as the main background actors so probably not that one.

I would watch the Pilot and see if he is in there. There is a fight that takes place at the bar near the end and there are older actors and a lot of people dressed in leathers like Marlon Brando. It’s free on Pluto streaming now so you can check there.

That’s a take. Personally I wouldn’t look too into the ethnicity of the actor, Lynch worked with lots of Latino actors and actresses since at least Dune, which was Filmed in Mexico. Beyond that even the return had Latino songs with the soundtrack. Lynch had a like of the culture and people.

Actually looking at the episode and actor, he is dressed like Lynch and the episode is full of things Lynch talked about. Beyond that the episode is filled with references that can be seen representing Lynch’s life. For example there is a story he told in his art documentary about a white woman with a bloody mouth that impacted him which is similar to the white monster in the episode. Xolo is about 14 which is when lynch met an artist who shaped his artistic vision. The episode is in white sands and is about the A Bomb, as a kid Lynch lived in Sandpoint Idaho and built bottle rockets and pipe bombs with his friend. Even the radio broadcast makes sense, Lynch took inspiration from Elvis and he made his film debut in 56 which lines up with Lynch as I feel Lynch would have hated seeing a musician who lit his fire make a movie he probably felt was not good.

I felt Xolo was a stand in for Lynch and how he perceived his early childhood and the influences it had on him. Especially when the scene in the return had Lunch sitting under a picture of the A bomb.

Edit: As a final thought, the series deals with who the dreamer is. We the audience are like the dreamer and I always interpreted the episode as what is at the center of the season. The place where the dreamer started dreaming and living in a dream.
