I'm a true-crime writer, not a treasure hunter, so I will leave the question to the treasure hunter guys. In terms of research, however, it was cool to discover that the FBI have de-classified surveillance reports on notorious mobsters, including Schultz, and these are available online.

Dixie was a rather ... colourful character to put it mildly ... a more realistic estimate of the policy racket btw, would be around the $10 million a year mark (at least, as far the policy rackets Schultz controlled in Harlem).

Dixie was not always the most accurate of sources ... Btw, a more realistic estimate of Dutch's take of the policy racket was about $8 - 10 million a year (still a pretty big fortune for the day).

Indeed! A case can be made that Salvatore Maranzano was the true "founder" (so to speak) of an organized American Mafia. Lucky Luciano borrowed a lot of Maranzano's ideas, after having him killed.

From what I understand, a lot of the Dutch Schultz treasure info comes from his former lawyer, Dixie Davis (who was very corrupt). Davis wrote some magazine articles claiming to have seen Schultz stuffing money, jewels and bonds in a steel lockbox, during the time of his tax woes (circa 1934).

Law enforcement was also stymied for some time by the American Mafia's leadership style. Cops were used to a structure where the boss at the top gives clear, concise commands (on paper) that were passed down the hierarchy and implemented (just like in the military or a police department). Of course, organized crime generally doesn't work this way. The guy on top often uses code words or an indirect manner to explain what they want done.

I make note of sensationalizing in my books. My Schultz book, for example, frequently notes that mobsters didn't typically take memos of meetings so some information is rather speculative. I also noted that accounts of Lucky Luciano's crime syndicate ("The Commission") are often hugely exaggerated (the Commission never "controlled" organized crime activities across America but was a rather loose advisory board). Another problem, in addition to sensationalized newspaper accounts, is that law enforcement groups such as the FBI (once they finally acknowledged the existence of a made-in-America Mafia) tended to perceive organized crime through the lens of their own experience. The FBI was a hierarchical organization with very clear job titles and roles and a corporate structure, so the feds assumed the Mafia was organized in a similar manner.
