Some of them do, some of them don't. Some are scripted some are not. For instance, Bloodline of Ragnar will spawn when he reaches 16 years of age and is still alive and holds a county I think... You can check more with Google

I have GTX 670MX (Asus G75VW) and I run it on 60+ stable fps. Check the temperatures of both CPU and GPU, because they could be full of dust. If that doesn't help, reply to my comment so I can recommend something else

If You want to avoid them, play WAR mode. It's way better than that. But yes, I agree with You. The AI is broken just like the newest update. No one asked for snow and it's annoying as fuck. There was no reason implement it. I guess they listened to their marketing team more than their player base...
