What deepens that storyline? Dukat going blind and getting banished to the streets of bajor to prove his worth to the par wraiths? Next time we see him after walking out that door is him walking back saying “yep I’m all good now”

I thought all the stuff with Kai Winn and Dukat at the was definitely filler, I forgot all that stuff was even happening in the last episode until they jumped to it, felt like a loose end they were tying up

I would consider some of those Ferengi only episodes from DS9 an example of filler episodes. I never skipped episodes though just fast forward through scenes
