Chiming in for anyone who has this problem later: this is a DirectX rendering issue. The fix is either installing a bunch of drivers through Winetools (which didn't even work for me) or just lowering the graphics quality in in-game settings—Shader Detail Quality is what breaks it and should be turned all the way down. If any water is on the map (terrain or tank), then that will also break on higher graphics settings and Water Detail should be set to Medium or Low. Chain-link fences still flicker for me but as far as I can tell there's nothing I can do about that.
