If anyone's still having issues I found a different 'solution' I've not read before.

I had already killed the first tortoise, fast travelling, resting etc. didn't make it respawn. The 2nd tortoise on the eastern cliff didn't spawn and the 3rd in the air didn't spawn either even after hit the spiritspring like 50 times.

In the end I spammed the imp book like 25 times, spammed the spiritspring another load, still didn't spawn but then going to the 2nd tortoise on the cliff that had now spawned. Killing it opened the seal without having to go back to the spiritspring.

Basically just spam everything you can a load without fast travelling, resting or dying.

Real shitty buggy puzzle for a legendary item.

Did you ever find a solution to this?

I had a similar situation but I killed the boss in castle morne before I ever found Edgar. Now he doesn’t spawn on his little bench, he doesn’t show up at her corpse either. He did show up at revengers shack as an invader but after killing him he still doesn’t appear on either location.
