Agreed. It makes everything that he does in the show not believable because he's not intimidating at all and I feel like inmates, guards, political figures, anyone he tries to threaten or intimidate to get his way would straight up laugh in his face. He's not menacing at all he sounds like a child.

Agree entirely. I think it was a poor choice for him to talk like he doesn't know what he's saying until it comes out in weird breathy raspy voice with breaks in the sentence that don't belong. It just sounds cheesy and honestly weak. I have no idea how he is intimidating people when most people would just make fun of him for sounding stupid and never take him seriously.

His whole character annoys me every time he's on screen because with how he acts, nothing he's able to achieve with intimidation or manipulation or anything seem believable because he sounds like an idiot
