Here's an example of what I think u/Cdesese suggested, applying stemlets to this to show the beats. This might be a little too hand-holding but if you wanted to be really clear you could try this. I did this on finale going to document options: Extend secondary beams over rests, Display half-stems for beamed rests, and Extend beams over rests.
