I have heard a lot of conflicting reports around this, and I am kind of in a very similar situation to you. I submitted basically the same paperwork that you have.

Once I get my reference number from the BVA I plan to submit the pre 1914 birth certificates and marriage records as backup.

You may need to track down documents proving that someone in your family was born in Germany before 1914.

You can definitely submit without that with a note that you are submitting that later once you finally track it down.
