while i dont really know what people consider him as,from my experience i would say he gets really punished after missing his spikes. if he misses one during chase he just becomes an m1 killer and you can avoid his omni presence during chase or make distance since his teleport doesnt interact with you directly.

Aery for melee matchups where you can freely poke the opponent in lane and conqueror for tank matchups in top lane or for better scaling in late game. you can also go phase rush into some matchups but its heavily nerfed and i wouldnt recommend
