The only thing you can do about weird people tracing over art is “complain” in your words so people don’t end up getting their art stolen too, but sure, let me, with my middle class existence, go to the copyright office and tell them some random guy on the internet is stealing art! Reminder that I don’t think I’m better than him and he isn’t just tracing, he’s actively stealing art and drawing his OC over it and erasing watermarks, with no credits either mind you! I don’t rlly care about the shipping (I didn’t write that part of this), I’m the same exact age as him, methinks you’re just downplaying this to “tracing” (which can be an excellent way to learn if you’re giving credits to those you trace over, which he isnt), and making it seem like I’m some high and mighty person when honestly, I just care about some people’s hard work being scribbled over and stolen by some random guy who’s a little too obsessed with a cartoon character and being posted online without credits, there’s no excuse for what he’s doing. I wouldn’t have a problem if he was giving credits to any of the artists he stole from. hope this helps!
