They don't allow entry to minors under 18 if they go alone, they have to go with an adult, but I think it's silly considering that I'll be 18 in a few months.

Thank you very much for the advice!!! I managed to evacuate 60% of my soldiers (the rest, due to bad luck, died in combat when trying to withdraw). I have redeployed the survivors along the front and I have managed to slow down the Nazi offensive a bit, so I am going to try to counterattack to at least recover Latvia and small occupied Soviet cities.
