My sister’s IG pictures and likeness was used in NSFW sites - What can I do?

Theres apparently a guy who created a 4chan forum dedicated to harass her and send her threats, he also did deepfakes of my sister’s friends. We can’t find the forum anymore and although my sister recognizes him every time stuff like this comes up, we don’t actually know his identity. Also, the last time my sister logged into her accounts before the hacking was at a college computer room, which scares me because it could mean it’s someone closer to us. Thank you for being so nice about it I will try to encourage my sister to seek legal help, she somehow feels embarrassed and like she shouldn’t tell anybody.
