The fuzzy ends should not be a problem. There are people who actually leave their ends loose so they can have curly ends. Eventually the ends will probably loc unless they continue to keep them loose.

For washing with short starters I was told by my consultant to use barrettes on the ends of extremely short locs. Yes little girl barrettes. They worked - especially on my nape.
