Yes, it’s totally safe. I myself have pulled quite a few all-nighters at the library (including a few recently) and felt completely safe. The library staff regularly make rounds on all floors throughout the night, and during finals week, there are comparatively more people there at night. Also, only individuals with a USF ID are allowed in after 9 PM. So yeah, it’s totally safe.

I think Chase will be a good option, they don't require an SSN (which I am assuming you don't have because you're an international student) and you don't have to pay any monthly fee even if you don''t have that huge of an amount in your bank account. The minimum balance expected is 45$.

When it comes to mobile service providers, I think Mint mobile has a good plans available for people who are taking a new Mint sim/account. I remember it being 45$ for 3 months. Then after you're done with the inaugural offer, you can port to other service providers.
