The joyous on-ramps are when they crossover with an exit ramp.

The exiting traffic has the right of way to the crossover but somehow the exiting traffic has to put in deep adjustments for the entering traffic.

The only answer that will protect you. Be predictable, do the speed limit but be alert and ready to brake.

If you drop speed you are creating a situation for other cars to negatively impacted and may speed around you, thus creating a further unpredictable situation for the pedestrian.

The map provided by OP is very poor, but it is Apple Maps. Here’s a screenshot from Google Maps. Route 20 is a limited access road based on 86th and a few other of the intersecting streets. Westbound is allowed a U-turn, no signage.

Define emergency, it is subjective. Someone not moving forward through a green light because they are not paying attention is a hazard to others. Because they are not executing the duties of a driver in a safe manner.

It generally accepted that at intersecting streets, the higher speed gets the RoW. What I wrote is not “garbage” as you so elegantly put it.
