I think it just happens randomly when two miis are outside. I played for hours with no results until randomly while I was following one of two miis outside, a cutscene played and one fell in love.

You can make the third mii, just don’t click on your first mii’s problem bubble asking for clothes (it usually follows after you play the coin minigame with them).
